Description

Service Required
The Trust requires a monitoring and verification (M&V) review service, to review the contractor's M&V Methodology and M&V Plan at the outset (January 2016), and to audit the reports provided by the contractor on a quarterly or annual basis (to be determined) during the Guarantee Period.

The purpose is (1) to support the implementation of a robust EPC contract (to be signed 25th January 2016) and (2) to enable the Trust will be able to determine whether the savings presented by the contractor during the Guarantee Period are accurate, in order to enforce an appropriate level of compensation payment, if they fall below target.

Initial set-up services (Year 0) to include:
• Review the baseline consumption measurement
• Review the proposed measurement process for measuring the actual consumption, and for comparing it with the target consumption
• Review and agree an M&V methodology and M&V Plan, to be signed off by all parties
• To take place before 20th January 2016, prior to signing the final EPC contracts

Quarterly or Annual Savings Reviews (during Guarantee Period)
• Review savings reports provided by the Contractor, confirming savings vs. target
• Annual meeting for key stakeholders to review performance

M&V training (not a mandatory requirement; the Trust may take this up at its option):
• Training for the Trust's estates staff to become familiar with the principles of M&V
• Please indicate the level of training provided, including the capabilities the Trust personnel should acquire and any certification offered

Additional services that may be required:
• Additional presentation or meeting to discuss performance (day-rate)
• Arbitration and dispute resolution (day-rate)
