Description

ADULT SERVICES
Tender for a Floating support service for vulnerable adults within Sandwell who are profoundly deaf or with a severe hearing impairment.

The Metropolitan Borough of Sandwell wishes to appoint a contractor to provide Floating support service for vulnerable adults within Sandwell who are profoundly deaf or with a severe hearing impairment.

The service is for vulnerable adults who:
- are profoundly deaf or with a severe hearing impairment and have at least one additional or complex need including blindness, learning disability, mental health, physical disability, autistic spectrum disorders, dementia, age related frailty, cognitive impairment, or long term condition (stroke, heart disease, diabetes, cancer etc.)
- who have their own or rented accommodation and live in Sandwell.
- may be single people or part of couples/families where at least one person meets the criteria for support.

Description of service:
The contractor shall provide short term (up to one year) support to the target client group and enable (or re-able) them to develop skills to maintain their own tenancy, to maintain or improve their wellbeing and independence, and access, engage with and use local services and information, to stay in the Community and stay included in the decision making processes for their future.

Details of Support to be Provided
This shall include information, advice, guidance, community based activity (including support to access other community based activities and employment, training and volunteering, GP/health services, and services to keep them safe), practical support (including support with budgeting, benefits claims, arranging appointments, reporting needs for repairs, explaining letters etc.), emotional support (such as befriending, peer support).


It is anticipated that the contract will commence on 1 June 2017 and run for a period of 1 year with an option to extend, (subject to the Council's needs for the services) for a further year.

Suitably qualified and experienced Contractors are invited to respond to the Invitation to Tender documents and submit proposals for the delivery of the service. These must be submitted no later than 12.00 noon on 17 February 2017 via the Sandwell InTend e-procurement system.

The deadline for the submission of any clarification questions is 17.00pm on 10 February 2017 via InTend.

The Council intends to use an evaluation model based on quality and price. The criteria, on which the tender will be evaluated, inclusive of weighting attached to each, are included in the Invitation to Tender (ITT) documentation.

NB The contract reflects services currently being provided by existing organisations, and therefore the EC Acquired Rights Directive 77/187 as amended under the Transfer of Undertakings (Protection of Employment) Regulations 1981 may apply to this contract.
