Description

The Tenderer is to provide Partnering contract and Commercial Procurement Support to HfH. It is anticipated the duration of the support within this tender will be during the pre-tender and tender phase, estimated to be 9 months August 2021 to May2022. Details of the support envisaged are detailed under the Scope of works.

The services required will include:

Scope of service

As an overview, the Consultant/Organisation will be expected to undertake the following:
Pre-Tender
• Gain understanding of the existing service being provided, bench mark to other similar services to help with improved design for project delivery.
• Receive the Client's brief and analyse.
• Provide a critical friend role, challenging approach and advise on best practice.
• Conduct workshop(s) to validate the brief, meet with stakeholders as necessary to conclude.
• Stakeholders include:
• The HfH Board
• Senior Haringey Council Officers
• Tenant representatives
• Leaseholder representatives
• Council Members
• Recommend commercial approach, contract selection, project allocation arrangements, project pricing strategy. Provide written report outlining approach to the above.

Tender
• Lead the Partnering Contract Specification, working with externally appointed legal advisors.
• Lead the tender process, drafting key documentation such as the specification, brief, ITT and evaluation criteria.
• Produce the project pricing strategy to be included in the tender.
• Produce Schedule of works with pricing in the tender documents.
• Administer the tender process.
• Receive tenders.
• Evaluate cost element of the tenders and provide written report to Client.
• Provide one member of the quality evaluation team. To avoid conflict, this person would have to be a separate person to the commercial evaluation team.
• Provide a tender report to the client outlining the process undertaken and the final evaluation of the tenders.

Mobilisation
• Design commercial model for project delivery.
• Design structured processes to enhance project delivery.
• Provide robust and independent partnering advice up to a period of 1 year post contract award.
• This will include, but not limited to:
• Establishing relationships.
• Helping to resolve disagreements.
• Benchmarking cost information against similar organisations.
• Report on value for money.
• Lead contract mobilisation process.
• Lead a series of workshops with HfH and contractor stakeholders to establish project delivery processes.
• Train HfH in-house team to high level of proficiency to be up to speed with the total service delivery.
• Chair monthly core or steering groups covering issues raised by section 3 above for a period of 1 calendar year post contract award.
