Cornwall Council is conducting a soft market assessment to gain an understanding of the potential level of interest across the Voluntary, NHS, Independent and private sector for the provision of the Young Parents Support Service
It is intended that the responses supplied will enable us to develop a business proposal. Any such proposal would be subject to the development and approval of a business case, and, as such, this exercise implies no commercial commitment. This is not a formal tender document.
Participation of this soft market assessment will not prejudice suppliers participating in any future procurement.
The service supports young and teenage parents and their children meeting their social, health and wellbeing needs. Young parents have specific needs that are not easily met by mainstream services, especially around issues such as housing, debt, poor mental health, domestic abuse and access to health, education and training.
There is a specific focus on supporting the fathers of young parent families, even if they live separately to the family.
The service will aim to work with at least 230 young parent families a year, providing one to one and group support. There will be specific outcomes to meet including in the areas of:
• Parenting
• Public health
• Education, employment and training
• Safeguarding
• Substance misuse
• Social issues e.g. housing, debt, information, advice and guidance.
