Description

1. OUTLINE REQUIREMENT
To undertake repairs and maintenance and minor works at the direction of the Council under a measured term contract.
The service to be provided is described in four categories:
A - Reactive maintenance and repair according to a priority assigned by the Council
B - Planned maintenance up to a maximum value of £10,000 per order, (subject to quotation and demonstration of Best Value).
C - Minor works projects up to a maximum value of £10,000 per order, (subject to quotation and demonstration of Best Value).
D - Out of hours Emergency Works.
The works are defined as general building works, including general plumbing but excluding mechanical and electrical works. Some general building works may require an element of mechanical or electrical work to resolve the issue, which may be requested as part of the work order.
The Contractor must provide and maintain throughout the duration of the contract an "Out of Normal Working Hours Emergency Service" to avoid danger to health and safety of building occupants or serious damage to buildings and other structures. This service must be provided 24 hours each day and every day of the year including weekends and holiday periods.
Properties and sites included in the service range from public buildings (mainly non-housing) and associated structures to depots, offices, car parks, allotments and communal areas within the local government boundaries of Worcester City Council. The buildings range from Listed Grade I & II, historic parks to contemporary construction as scheduled in Appendix A. Buildings may be added or omitted from the schedule over the course of the contract subject to requirements of the service.
The Contractor is to carry out the service as directed by the Client's Property Services Helpdesk in a timely manner in accordance with the scope. The key objectives are to ensure that properties covered by the service remain operational but above all are safe and secure with a comfortable environment for all occupants.
The Contractor will be expected to use the knowledge of the estate and its condition gained from its ongoing activities during the life of the contract to assist the Council in the preparation of effective planned maintenance programmes.
The Authority contemplates that during the term the residential element of the Council's portfolio is likely to increase during the lifetime of the contract to include up to approximately 50 units/beds of accommodation for those in most urgent need of housing. In addition, the Council is considering offering a lettings agency and management service to private landlords and wishes to retain the option of subcontracting the Council's contract work obligations. This is a provisional scenario subject to further development by the Council.

To gain access to the procurement documents, contractors will need to register their company details at the above website. Once registered, contractors will be emailed a log-in and password which will allow them to gain access to the procurement documents. Contractors will need to search for the invitation under Worcester City Council and then electronically submit an expression of interest and follow the online instructions to view the procurement documents.
