Description
The purpose of this consultation is to engage with local suppliers, SME's and wider landscaping and civils contractors to raise awareness of the upcoming opportunity to apply for a place on the Council's external works framework - incorporating hard and soft landscaping, masonry, highways surfacing and civils works, fencing and metal works and supply and installation of play and sports equipment.
The council will set out the expected procurement plan and supplier assessment requirements to explore interest in the replacement framework and determine:
• what factors the Council need to consider for the re-procurement;
• what would remove any barriers for the supply market; and
• opportunities for the Council to consider.
Rotherham MBC is looking to create a replacement framework of prequalified suppliers.
The framework is proposed to be for 6 Lots, suppliers will be able to tender for a place on one Lot, multiple Lots or all Lots. There are no restrictions on the number of Lots that will be awarded to any one Contractor.
The Council is looking to appoint up to 8 suppliers to each lot. Call-off procedures will be through further competitions or via direct award based on lot ranking.
The overall framework value is expected to be £6.5million across all lots. The Lot values and through puts are based on the size of typical existing landscape projects which arise from HRA, S106 play improvements CIL and ward capital and Greenspaces capital programme. We have also considered potential anticipated project values based on known Capital funding for the Greenspaces Play capital £919k, Towns & Villages Fund of £920k. Our Places and Levelling funded projects, we have estimated that approximately 30% of the total Our Places Fund may be awarded externally via this framework for either whole projects or elements such as fencing works
