Description
GMCA are seeking a delivery partner, or partners, who are able to support our ambitions for growing our understanding of modern slavery, human trafficking and exploitation across Greater Manchester. There is a vast amount of uncaptured and underutilised information across partner agencies that can support improved proactive prevention and safeguarding activity in particular, whilst contributing to a more informed and targeted enforcement approach. There is also a great deal of known information that is not recorded anywhere, as systems are not able to capture this in their current format. We are seeking a supplier who is able to:
• develop relationships with organisations across private, public and voluntary sectors;
• support organisations to effectively capture key information related to modern slavery, human trafficking and exploitation where they do not already do so
• establish data sharing agreements with organisations to enable collation of non-identifiable information that is collected
• collate and analyse this data to enable a more informed picture of modern slavery across Greater Manchester to share across governance structures and partners
• keep the modern slavery partnership and associated networks informed of emerging trends and themes, and be able to respond in a timely way to requests for information packages made through the partnership
• develop effective targeted prevention and awareness raising campaign, and feed into GM campaigns, based on analysis of partner data, and effectively evaluate the impact of these campaigns
• capture relevant information to evidence outcomes and KPIs, as part of a jointly developed performance framework.
The provider will work with our existing teams and partners to scope the work, develop data sharing relationships with identified partners, and share information back to the system through existing governance structures. The contract will be for a period of 36 months, with the possibility of 2 x 12 month extensions, based on satisfactory delivery and performance.
We are seeking submissions within the £70,000 annual budget set for delivery. We welcome collaboration and partnership bids.
