Description

City and Hackney Integrated Commissioning Prevention Workstream are undertaking joint commissioning of two existing services; Social Prescribing (commissioned by the CCG) and 'Community Connections' a community navigation service (commissioned by City and Hackney Public Health).

The new service will aim to provide a service that:
- is an accessible and friendly service
- provides personalised support
- is for service users with non-medical needs who are at increased risk of future ill-health
- enables service users to 'navigate' local services
- enables service users to take control of their health and wellbeing and live independently

The new service will build on the strengths of existing services and be fully integrated into other local provision as part of a Neighbourhood community navigation model including new Primary Care Network (PCN) social prescribing link workers funded by NHSE. Flexibility to respond to developments in community navigation will be a requirement of the service.

The Authority is seeking expressions of interest and feedback as part of this market engagement exercise ahead of a potential competitive procurement process to award a new joint contract for the provision of a Social Prescribing and Community Navigation Service in the City and Hackney area. You are invited to complete this Market Engagement Questionnaire and return it promptly so that we can use your response to inform our commissioning and procurement intentions and approach.
Interested parties are invited to engage with the CCG regarding the information in the PIN notice by submitting a Market Engagement Questionnaire by 1700 hours on 8 November 2019. You must register on our e-tendering portal (https://procontract.due-north.com). Once registered and logged in, you must express an interest in the project to access the Questionnaire. Further instructions on how to access the project is at https://supplierhelp.due-north.com/Opportunities1.html. The Market Engagement Questionnaire can be accessed at https://procontract.due-north.com/Procurer/Advert/View?advertId=47fe4a0b-a2e6-e911-80fa-005056b64545. The EOI will be treated as 'incomplete' if a duly completed Questionnaire was not submitted. The completed questionnaire must be submitted via the messaging facility in Pro contact for this project.
The services in the scope of this notice fall within Schedule 3 to the Public Contracts Regulations 2015("the Regulations") which are not subject to the full regime of the Regulations, but are instead governed by the "Light Touch Regime" (LTR) contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). The Authority does not intend to hold itself bound by the Regulations save those applicable to services coming within the scope of the LTR.
