Description

Stockport MBC acting on behalf of Stockport, Tameside, and Trafford Councils (The Commissioners) are commissioning an open access comprehensive integrated sexual and reproductive health service for people of all ages, and also specifically in Stockport and Trafford a dedicated young people's integrated sexual and reproductive health service. The integrated services will meet the sexual and reproductive health needs of residents of the Stockport, Tameside, and Trafford areas through the provision of HIV testing, STI testing and treatment (excluding HIV treatment and care) and contraception and reproductive health services in order to improve sexual health outcomes.
The Commissioners will fund the provider of the service on a block contract basis to offer sexual and reproductive health services for Stockport, Tameside and Trafford residents. The provider must also ensure that comprehensive, open access, sexual and reproductive health services are available to all persons present in their area.
The service will deliver integrated (not simply co-located) provision provided under one management structure. The provider will work in partnership with other locally commissioned services, both clinical and non-clinical, to maintain and develop homogeneous pathways of care.
The provider will provide dual trained nursing staff that can provide both contraceptive and STI care to ensure better patient care. ?Dual trained? means that clinical nursing staff will have training in both provision of contraception and management of sexually transmitted infections. The provider will also provide medical consultant staff who are dual trained and/sufficient sessions of medical consultant time to enable both STI and contraceptive service provision to be consultant led.
The Commissioners require the integrated sexual and reproductive health service to operate main hub clinics in each of the three areas. The integrated service will be delivered on a hub and spoke basis with a central point of contact and triage (hub) in the three areas. Routine and intermediate services (Levels 1 and 2) will be delivered from all locations (hub and spoke clinics) and specialist treatment and care (Level 3) will be delivered from the three hub clinics.
The Commissioners require the integrated sexual and reproductive health service in Stockport to continue to host the integrated open access Central Youth Counselling Service for young people in Stockport for ages11-25. The new provider will be expected to work with the Stockport CAMHS Partnership to ensure provision of an enhanced emotional health and wellbeing offer in Stockport.
The Commissioners require the integrated sexual and reproductive health service in Stockport to continue to provide a community Gynaecology Service as part of the integrated sexual and reproductive health service.

In the future the Commissioners may wish to change the commissioning responsibility for the following additional areas of service provision in one or more of the areas and require the Provider to commission, manage and, if required, subcontract them as part of the management of the whole system. These additional areas may include provision of Pharmacy Emergency Hormonal Contraception, General Practice Long acting reversible contraception fitting and removal, and the management of a condom distribution.
