Open early engagement

The purpose is to gauge market interest with the potential for procuring extended access provision as per the guidance from NHS England - https://www.england.nhs.uk/gp/gpfv/redesign/improving-access/ and https://www.england.nhs.uk/deliver-forward-view/

The Commissioner is seeking expressions of interest from suitably qualified and experienced organisations to work collaboratively to deliver this service, meeting the 7 core requirements outlined in the guidance.

The contract will commence in October 2018. A full evaluation of the service will take place following the first 6 months of service delivery
Extended access should include the following elements:
• Working at scale
• Integration with other providers to maximise existing infrastructure, minimise set up costs and collaborative approaches to ensure clinical capacity is sufficient
• Provision of routine (pre-bookable) and urgent (same day) appointments for all patients registered with a Doncaster CCG member practice
• Access to the patient's full medical record
• Direct booking available to all Doncaster CCG member practices, other providers commissioned by Doncaster CCG to provide urgent medical care services locally and NHS 111; other organisations may be added
• A range of services to meet the needs of the local population as identified through patient engagement
• A range of appointment types and clinical staffing
• Be operational 365 days a year
Location of services should take into consideration:
• Outcome of patient survey
• Appropriate parking availability
• Public transport links
• Access to a pharmacy during all opening hours
• Accessibility for patients with additional needs
• IT infrastructure
• Clinical space/ rooms
Any potential locations will be subject to agreement with the CCG prior to service delivery.

Market Engagement Meetings will be held on the 13th and 16th March 2018. Further information regarding times and location will be provided following the registration deadline.

The meetings will provide an opportunity for potential providers to find out more about the aims of the process, and will give the Commissioner the opportunity to gather intelligence from providers to help influence the final model commissioned in Doncaster.
Whilst the submission of an expression of interest is not a prerequisite to any subsequent procurement process, this process will seek to engage with those expressing an interest in order to inform a decision regarding any potential process to award a single contract for this provision under APMS.
