Description
Copeland Borough Council is seeking to appoint an evaluator for the Copeland Community Fund (the Fund) to undertake a discrete evaluation of the Fund's operation and impact over the past five years 2014-2019. It should be noted that the Fund, a community benefit arrangement linked to the Low Level Waste Repository in Copeland district, is framed by a Co-operation Agreement of three organisational members and directed by a Board of these members and other stakeholders. Copeland Borough Council hosts the Fund and is taking the lead on procuring the evaluation on behalf of the Copeland Community Fund Board. The successful candidate will be required to deliver an evaluation of the Copeland Community Fund's outputs and impact during years 4 to 9 of its operation, to evidence the Fund's value for money, accountability and delivery against the Co-operation Agreement. The Fund needs to understand its Return on Investment where we are informed and able to learn from the past operation and impact to consider our future approach. The Evaluation will learn from and inform:
• Fund direction and developments;
• Fund criteria and priority refreshes;
• Process and procedure improvements;
• Communication and stakeholder engagement including identifying opportunities for more effective and creative ways to engage with groups and other potential applicants;
• More informed working with the range of mechanisms of referrals, development support and funding;
• Fund's ability to be responsive to local need and context;
• Improvements needed to ensure the Fund continues to be 'fit for purpose'
