Description

As part of the Government's support for the heritage sector, a £50m Heritage Stimulus Fund (HSF) has been made available for repairs projects to heritage assets that will stimulate demand in the heritage construction sector, which faces severe losses owing to the pandemic. This project is to research the impact of the Fund both in the short- and medium-term.

Two parallel approaches are envisaged. One is to track the success of the HSF in sustaining the heritage construction sector, which is linked to learning lessons from the grant-making and contract letting processes. The other is to seize the opportunity of the HSF to establish benchmarks or expectations of benefit arising from the repairs projects against which future heritage repairs projects can be measured. The two parts could be delivered separately or by one supplier. Both parts will run for 9 months so that the impacts both during and after the main funding phase can be assessed.

The learning from the HSF captured through this evaluation will support our corporate goals of achieving a strong heritage sector and of increasing the social and economic productivity of heritage assets in receipt of public money. The results will complement the evaluation of the Culture Recovery Fund which is being carried out by the DCMS.
