Description

Cambridge City Council (CCC) must relocate its depot facility from its current site at Cowley Road and is seeking to provide a comprehensive depot solution at a new location. The new depot must be able to support strategic and operational service objectives, both now and over the next 25 years.

The Council currently provides direct service operations from three physical locations: Waterbeach Depot (shared refuse collection service hosted by South Cambs DC), Cowley Road Depot (Street & Open Spaces, elements of Environmental Services and secondary Estates & Facilities usage, 'SoS') and 130 Cowley Road Offices (Estates & Facilities and Stores, 'E&F').

The optimum depot solution is to have a single, strategically placed operating location for SoS and E&F, other satellite locations should not be needed.

To take full advantage of the catalyst for change that move provides the Council wishes to fundamentally review a number of the key processes rationalising the delivery models with an eye to drive out cost, increase efficiency, reduce carbon impact. This review will minimise land requirements at the new depot location and the intrinsic cost burden that land acquisition brings when relocating in Cambridge.

The two key areas that require immediate review are: -
the provision of the current stores' facility run by E&F
SoS waste transfer process.


There has been some initial work completed on both processes/models, these indicate that new models will deliver the required efficiencies, the Council now needs a comprehensive review to support the current thinking.

These two workstreams need to be delivered at pace and provide the deliverables within 6-8 weeks from commencement.
