Description

NHS Bristol, North Somerset and South Gloucestershire Clinical Commissioning Group seeks to commission the Systems Leadership Development and Embedding for Bristol, North Somerset and South Gloucestershire Sustainability and Transformation Partnership.
The Bristol, North Somerset and South Gloucestershire Sustainability & Transformation Partnership (BNSSG STP) is a partnership of 13 NHS, local authority and community interest organisations working together to improve the health and care system for our population of around 1 million citizens. We have been building our collaborative working arrangements since 2016 and have made good progress. We have a partnership (Sponsoring) board in place as well as a forum for the 13 chief executives, a clinical cabinet, a system planning group as well as other governance. There is a substantial programme of transformational change work in place which we are delivering across partners. However, the level of transparency, openness and trust needed to effectively tackle together the challenges we face and to achieve our ambitions for change is a cultural shift from the individual organisation focussed way we've been used to working and in some areas is at odds with the statutory frameworks within which our organisations normally operate.
Whilst relationships have positively developed over the last 2 ½ years, particularly at chief executive level, and system level groups are working well together, we need now to deepen the level of collaboration below chief executive level to help us to work more effectively to solve our most wicked system problems like urgent care pressures, financial sustainability and workforce.
We are looking for an appropriately skilled and experienced partner to work with this key group of senior leaders. There are two phases of work we are looking to undertake, the first phase is development and delivery of system leadership development and the second phase is to embed learning from this development to encourage cultural change.
The Contract will be for an initial term of 6 months, with an option to extend for any period up to a further 6 months as defined and at the sole discretion of the Commissioner. Services are scheduled to commence on 05/08/2019.
The Commissioner has a budget of £165,000 for the 6 month contract.

This procurement is following a restricted procedure and is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

The contracting authority intends to observe the provisions and 10 day standstill period described in the Public Contracts Regulations 2015. Unsuccessful Bidders and applicants will receive scores and reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the Bidder/applicant was unsuccessful. Deadlines for lodging appeals should be in accordance with the Regulations.
