Description
The Isle of Wight Council ("the Authority") invites Tenders from suitably qualified suppliers ("Potential Suppliers") for the provision of IMCA (Independent Mental Capacity Advocate), IMHA (Independent Mental Health Advocacy) and Care Act Advocacy for Vulnerable Adults on the Isle of Wight.
This procurement follows the Open Procedure under the Public Contract Regulations 2015.
The Authority's vision for all commissioned services is that they should be of high quality, effective, and led by demand, need and the desired outcomes of people living on the Isle of Wight
The Isle of Wight Authority are seeking to deliver an independent advocacy service to meet the needs of vulnerable adult Island residents including people who are an ordinary resident of HM Prison Isle of Wight. The service will be easily accessible, clear in their duty and professional boundaries, responsive and timely. The successful supplier of this service will ensure a high-quality service which complies with The Care and Support (Independent Advocacy Support) (No.2) Regulations 2014.
The Advocacy Service for Vulnerable Adults on the Isle of Wight will deliver the statutory duties of the Isle of Wight Authority for provision of independent advocacy under the terms of the Care Act 2014, the Mental Health Act 2007 and the Mental Capacity Act 2005 including the Deprivation of Liberty Safeguards (Paid Representatives) which will be amended by the forthcoming changes within the Mental Capacity Amendment Act 2019.
The service will provide advocacy support across all categories of need including, but not limited to, adults with learning disabilities, dementia, mental health needs, acquired brain injury, physical and sensory impairments. The service will also support carers including family and other unpaid carers
