Description
The Department for Business, Energy and Industrial Strategy is hosting an online supplier engagement event to share our plans for an eight-month, desk-based, research project titled Cooling in the UK, with a budget of £80 to £100k. This project will study the potential impact of climate change on the need for cooling in buildings in the UK.
The main objectives of this project are as follows:
• improve the evidence base for the current and future cooling demand in both domestic and non-domestic buildings and make long term projections (to 2100) of heating and cooling demand using climate projections;
• assess the associated energy consumption of cooling and its impact on peak electricity demand, nationally or more locally and the potential impacts of future demand;
• gather evidence of current, and innovative, cooling measures including passive measures such as shading and ventilation and active measures such as air-conditioning; and
• explore the synergies of cooling with other sectors, such as the decarbonisation of heating with heat pumps.
This research project will be procured through the Heat Networks and Electricity Generation Assets (HELGA) dynamic purchasing system. This will be run through HELGA Service 1 - Energy Advisory, Design and Technical Services (Advisory) under the following filter:
• Energy efficiency in buildings
Full details of this requirement will be shared with appointed HELGA suppliers when the competition launches. To be eligible to bid into this project, you will have to be an appointed supplier on HELGA by 22nd June 2020. If you are interested in this project, we encourage you to sign up to HELGA as soon as possible as it can take up to 15 working days for the Crown Commercial Service to process your application.
Instructions on how to register on HELGA can be found in the 'Other Information' section below and we hope to have a representative from the Crown Commercial Service at the event to answer any questions you may have about HELGA and the tendering process.
The Department for Business, Energy and Industrial Strategy will be holding an online supplier engagement event with the details as follows:
When:
• Part 1: Brief presentation followed by Q&A
o 10am-11:30am Monday 1st June 2020
• Part 2: 15 min 1:1 meetings with suppliers
o 10am-3pm Thursday 4th June 2020.
o Suppliers will need to register their interest for a 1:1 after the initial Q&A and before 5pm on June 2nd by emailing builtenvironmentresearch@beis.gov.uk. Invitations will then be sent to all interested suppliers on June 3rd for meetings on June 4th. A reminder of this will be given on June 1st. Spaces will be filled on a first come, first served basis.
Where: Online, using MS Teams. Anyone who has registered for the event can join using their browser or by calling in; there is no need to have access to MS Teams.

How to sign up to HELGA:
The first step is to register as a supplier at: https://supplierregistration.cabinetoffice.gov.uk/
You must then fill in two sets of questionnaires: a general supplier set-up questionnaire and one specific to HELGA. After this, the Crown Commercial Service will assess your application and register you as a supplier. This may take up to 15 working days. Your application to join HELGA will not be assessed until you complete both questionnaires. For further information you can visit the following websites where you can download a bid pack:

How to join the on-line supplier event:
If you are interested in attending the event, please register your interest by emailing builtenvironmentresearch@beis.gov.uk by 12pm on May 25th. Please include the name of the attendee, an email address and the name of your company in your email. Please also include confirmation of your consent to share your contact details with other suppliers present if you wish to network with them, as we will be sharing the list of suppliers present in Part 1 following the event. A meeting invitation including dial-in details will then be sent to you prior to the event.
