Description

The Department for Work and Pensions (DWP) is considering options for the future delivery of its Strategic Contingency Services required in the event of a short or long term disruption to the payment of benefits, pensions and allowances to the Department's customers.

The purpose of this Early Engagement Notice is to invite market operators to a Supplier Innovation Showcase which DWP are hosting on 7 June 2018.

The Supplier Innovation Showcase event seeks to investigate market opportunities and insight in preparation for a potential future procurement for a strategic contingency service. We invite market operators to attend and present to DWP, innovative contingency solutions to enable us to shape our future procurement.

All solutions will be considered however they must:-

• Ensure customers continue to receive payment or appropriate alternative remuneration;

• Be secure and resilient to potential fraudulent activity;

• Be able to provide reporting for Management Information, reconciliation and audit purposes;

• Be compliant with UK payment scheme(s) rules and payment formats;

• Be capable of operating nationally, and be available for Other Government Departments including The Department for Communities.

The Department is willing to consider all innovative solutions and may be prepared to consider Lots. The duration of the contract/s is expected to be 5 years. DWP has average daily payment volumes of 2.5m, peak volumes of 8m and a 12m peak over the Christmas period.

The event is being held in advance of a potential future procurement however market operators should be aware that DWP is not committed to or guarantees a procurement at this stage. A Prior Information Notice (PIN) will be issued should DWP proceed to a procurement. DWP reserves the right to withdraw or amend any intention to proceed to procurement stage at any time.

DWP's standard Terms and Conditions will be used, these can be accessed using the following link: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/494088/dwp-model-tc-for-services.pdf
