Description
Leicester City Council ('the 'Authority') invites Tenders for the provision of Unplanned Care Service for People in Leicester, Leicestershire and Rutland with Learning Disabilities. Leicester City Council is leading the procurement and contract management function for the Unplanned Care Service for People in Leicester, Leicestershire and Rutland with Learning Disabilities on behalf of Leicester City Council, Leicestershire County Council, Rutland County Council District Council, Leicester City Clinical Commissioning Group (CCG), East Leicestershire and Rutland CCG, West Leicestershire CCG, and Leicestershire Partnership Trust. The Leicester, Leicestershire and Rutland Transforming Care Partnership (LLR TCP) includes Leicester City Council, Leicestershire and Rutland County Council, and the three Clinical Commissioning Groups (CCGs). They are responsible for commissioning health and care services for people in the area. Care is delivered by a range of health and social care providers including the Independent and Voluntary Sector. The LLR TCP is committed to reducing reliance on inpatient care and transforming community-based services through a new service model. The LLR TCP wishes to commission a 12-month pilot Unplanned Care Service (the Service) to inform the longer-term service model of providing alternatives to hospital admission when this is not appropriate. Instead the intention is for people to have the right support at the right time in the community. The Service to be commissioned will be a block-funded 12-month (with options to extend) pilot bed-based service for a minimum of one residential care bed in a care home setting. The proposed Contract will be for an initial period of 12 months to commence on 16th November 2020 (to be confirmed following contract award), with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period or periods up to a total of 36 months, taking the contract term to a maximum of 4 years. It is the Authority's preliminary view that TUPE is unlikely to apply in respect of this Contract. The Authority is conducting this procurement under the Light Touch Regime for Social and Other Specific Services, as set out in the Public Contract Regulations 2015, at Section 7 (Regulations 74 to 77) and Schedule 3. The procurement process will not be conducted under the Public Contract Regulations 2015; however, it will be similar to that of an Open procedure. The Process will, unlike an Open Procedure, include the flexibility, as allowed under the Light Touch Regime with various evaluation stages as detailed in this Invitation to Tender documentation.
