Description
Local land charges (LLCs) are charges or restrictions on land, imposed by public authorities under statutory powers that affect successive owners and occupiers of the land. Examples include planning conditions, tree preservation orders or listed building status. This information is key to a buyer's decision to invest in a property or parcel of land and is obtained as part of a local authority search completed, which forms part of the home buying process.
LLC information comprises some 25 million records and is currently held by over 300 individual Local Authorities (LAs) in varied formats (e.g. digital, electronic, paper, microfiche) and to differing standards and levels of accessibility. Currently, the cost can be between nothing and £80 and can take anything from a day to in excess of a month to obtain this information.
The Infrastructure Act 2015 gave HM Land Registry (HMLR) the powers to create a single national digital register of LLCs across England and Wales. In January 2018, HMLR set about delivering Phase 1 of the Programme, focusing on learning quickly and digitising and migrating paper records from the LLC service.
The LLC Programme will transform what is currently a fragmented service, lacking consistent standards, into a single national register of circa 25 million records. The data will be held geospatially on a register that includes a map of the affected land.
As a pathfinder, Phase 1 has been a success, with nine LAs and almost 400,000 charges migrating to the new register to date, proving the register is feasible and provides benefits for customers.
However, the time and effort taken to transform the data to the required quality is too great currently.
Therefore HMLR intends to create additional capacity and capabilities, within a more flexible commercial approach with a wider range of suppliers.
We now want to engage with suppliers to provide an insight into our requirements, as informed by the early stages of the programme.
