Justification

The Coronavirus disease (Covid-19) is a\r

serious infectious respiratory disease and\r

its consequences pose a risk to life. The\r

WHO Director General characterised\r

Covid-19 as a pandemic on 11 March\r

2020, by this stage Europe was the centre\r

of the pandemic. Sodium chloride 0.9% for injection is required urgently because the authority needs to be in a position to\r

deploy rapidly as required. A state of\r

urgency exists in the UK (and globally) due to the Covid-19 pandemic and this state of urgency did not give the Authority sufficient time to comply with the standard Open Procedure time scales for this procurement. Accordingly, the authority used the accelerated time limits for the open procedure permitted under the Public Contract Regulations 2015 (Regulation 27(5)) to conduct this procurement.
