Description

This notice is published on behalf of North Kirklees Clinical Commissioning Group (the Commissioner).
The purpose is to gauge market interest with the potential for procuring extended access provision as per the guidance from NHS England - https://www.england.nhs.uk/gp/gpfv/redesign/improving-access/ and the NHS Operational planning and contracting guidance 2017/19 - https://www.england.nhs.uk/deliver-forward-view/ and the NHS England 7 Core Requirements (see attached document).

The Commissioner is seeking expressions of interest from suitably qualified and experienced organisations to work collaboratively to deliver this service for a 12 month pilot period.

The pilot will commence 24th March 2018. A full evaluation will take place following the first 4 months of service delivery and this will inform the service specification for a longer term extended access service which will be procured during 2018/19.

Extended access should include the following elements:

• Working at scale
• Integration with other providers to maximise existing infrastructure, minimise set up costs and collaborative approaches to ensure clinical capacity is sufficient
• Provision of routine (pre-bookable) and urgent (same day) appointments for all patients registered with a NKCCG member practice which should include pro-rota allocation of appointments per practice per day
• Direct booking available to all NKCCG member practices, Local Care Direct, PC Streaming and NHS111 - other organisations may be added
• A range of services to meet the needs of the local population as identified through patient engagement
• A range of appointment types and clinical staffing
• Be operational 365 days a year

Location of services should take into consideration:

• Outcome of patient survey
• Is there parking?
• Are there good public transport links?
• Is there access to a pharmacy during all opening hours? If not how far would a patient have to travel?
• Is the building fully accessible for patients with additional needs?
• Would existing IT infrastructure be sufficient for additional services to be run from the building?
• Is there a reception area and enough clinical space/ rooms to deliver the service now and in the future?

Any potential locations will be subject to agreement with the CCG prior to service delivery.

Potential providers wishing to express an interest in delivering this service and participating in any future tender process are asked to provide the following:

1. Details of any experience you have in delivering/managing similar services and integration with other health care providers
2. Examples of engagement with NKCCG patients and member practices and plans of future engagement
3. Examples of working collaboratively with NKCCG member practices and other providers and any plans for future collaboration
4. Details of how the provider will market the service to patients
5. As part of your response you must upload a proposed lead provider extended access service model including:

• Location of services (taking into account locally set requirements as per description of service)
• Timing of appointments (subject to outcome of further engagement work)
• Clinical skill mix/workforce plan for delivering appointments
• Recognition of patient and GP member practice feedback and engagement plan
• Provision of direct booking
• Use of existing infrastructure including IT and estates

An expression of interest is no indication of a commitment to participate in the tender process nor does it infer any special status on those providers who do submit an interest. The market response will be used to inform the commissioner's view as to any future process to select the most suitable provider to meet its commissioning intentions. This expression of interest does not commit North Kirklees CCG to undertake the procurement of the extended access service.
