Description
Norwich City Council requires a single supplier to provide remote processing resource for the completion of Housing Benefit, Council Tax Support and Council tax processes using the Northgate Revenues & Benefits Platform and the Civica document management system.
Due to fluctuating demands on the revenues and benefits service and the awards of funds for specific Government initiatives, it is not always possible to manage within an existing establishment. These can be short term funded requirements so there is a need for remote resource on an ad-hoc basis to deliver the required level of service.
The requirement for remote processing resources will fluctuate depending on both the need and the council's internal organisational authorisation procedures, therefore expenditure cannot be guaranteed over the term of the contract.
Processing will be for Housing Benefit, Council Tax Reduction and Council tax processes for residents of Norwich City Council only.
It is expected that this service will result in the following benefits for the council:
•Cost savings through lower processing resource rates, utilising the correct level of resource to match the requirements at the correct time
•Meeting demands from central government, by prompt increase in resource when required
The contract term is for an initial one year from 01 October 2019 to 30 September 2020 with options to extend on an annual basis until 30 September 2024.
