Description

Bath and North East Somerset, Swindon and Wiltshire Clinical Commissioning Group (BSW CCG) are seeking an organisation that can provide 4 crisis beds within a 24-hour support and accommodation service for individuals in mental health crisis. This service must be recovery-based, non-clinical, 24-hour, and in a community setting.

The mental health pathway is reliant on step up / step down accommodation. This supports patient flow and reduces high cost spend on length of stay; and provides lower cost and effective admission avoidance provision. BSW CCG are of the view that this resource is an integral part of the crisis care pathway, achieving admission avoidance and expediting step-down from mental health inpatient and Acute.

Step up / step down accommodation improves the quality of life through interventions provided at point of need - by remaining in a community setting, people maintain their daily living skills and have access to their social networks, whilst having time in a supportive environment with highly skilled staff.

The service is for people with severe and enduring mental ill health. A formal diagnosis of mental health is not required to access this service.

The service is for people who are the responsibility of BSW CCG as per national 'Who Pays?' Guidance (https://www.england.nhs.uk/wp-content/uploads/2014/05/who-pays.pdf). This service will accept referrals for individuals from across BSW.

These services support individuals 18+ and is required to be operational 24 hours per day, 365(6) days of the year. The Service must hold relevant registrations. The accommodation and support must be in a supportive environment which helps people to meet their identified needs and goals and offers support to enable them to live successfully in their community. The facility must be located in a densely populated area of Bath & North East Somerset with good rail or bus links such as Bath, Keynsham or Midsomer Norton and close to local amenities.

The Commissioner has a budget of £200,000 per annum. The total contract value for the duration excluding extensions. Contract is £600,000 total value excluding extensions. At the end of the initial contract term the Commissioners will have an extension option for any number of periods up to a maximum of a further 2 years available which will be awarded at their discretion, giving a maximum possible contract value of £1,000,000 exclusive of VAT, over 5 years if the full contract term is fulfilled.

BSW CCG are in the process of working through an agreed BSW model and specification to ensure a consistent approach across the ICS, and the successful provider of this service will support this process. The specification will not, however, be materially different to what we are procuring.

This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).

The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.

Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations.

The Contracting Authority intends to voluntarily observe the award decision notices provisions and 10 day standstill period described in Regulation 86 of the Regulations.
