Description

The Client is Wolverhampton Homes, an Arm's Length Management Organisation (ALMO), wholly owned by the City of Wolverhampton Council (CWC), delivering new council housing developments across the City on former garage sites and small infill pockets of land.

This is a high profile activity for CWC and Wolverhampton Homes, and the selection of appropriate partners is critical to its success.

Delivery of good quality, cost effective housing is key to achieving the Client's aspirations.

The Client intends to bring forward 15 sites for residential development for which architectural design services will be required to progress the scheme to full planning consent stage initially.

Once full planning consent has been obtained, the Client proposes to novate the successful Architect to the subsequent contractor to provide design services through to Practical Completion.

The Client's experience in delivery of new council housing is still developing and to ensure that the Client meets its business plan objectives, the Client will need to rely upon the successful Architect to produce good quality designs in line with the City Council's design and specification criteria and be able to offer practical design advice based on their experience gained from working in this market.

The procurement of architectural services relates to design services for the sites detailed within Appendix A. The first 5 sites are agreed, the remaining 10 sites are subject to approval and are subject to substitution at a later stage.

The scope of service required has been included within Appendix A and is based on the RIBA Standard Agreement 2010 (2012 revision) including CDM Regulations April 2015: Addendum.

The Client requires architectural design services initially to planning application stage with Novation anticipated from end of Stage 3 through to Stage 7.

The Client proposes to include Novation obligations, in respect of Architect's design services, to the subsequent contractor for post contract design services.

It should be noted it is the intention that this requirement for Architectural Services will be awarded to a single supplier who will be responsible for the delivery of the entire tendered works requirement.

The Consultant will be required to have sufficient capacity to provide Architectural Services for all sites simultaneously.
