Description

Peterborough City Council wishes to gather information to gain a better understanding from the market, to inform consideration for future planning regarding short term and targeted support to former rough sleepers who are being housed in emergency and temporary accommodation settings to support them in the resettlement and transition to settled accommodation.
The information gathered will enable informed decision making on how best to design this service in the future, to achieve desired outcomes and to gauge whether there is interest in the market to deliver this service for the council.
The feedback gathered from this Soft Market Testing questionnaire will constitute market consultation on the delivery of rough sleeper outreach services in Peterborough. This is the opportunity for service providers to feed into the decision making process and to inform the design of service specifications.
The indicative budget to provide this service is estimated to be in the region of up to £350,000 for 12 months, however, actual funding will be dependent on the annual Rough Sleeper Initiative Grant determination allocated to Peterborough City Council by the Ministry of Housing, Communities & Local Government (MHCLG).
Decisions regarding contract length have yet to be decided, and duration is wholly impacted by MHCLG's allocation of funding to local authorities, which is decided and allocated to local authorities on an annual basis only. This questionnaire welcomes the views of the potential market in relation to contracting periods, in addition to wider service provision considerations and challenges.
