Description
Norfolk County Council is seeking to buy: (i) services for the monitoring of the attendance of its Looked After Children up to and including year 13 at schools, colleges, further education institutions, training providers, other specialist education provision and children's residential provision; and (ii) the development, hosting, recording and monitoring of Electronic Personal Education Plans (e-PEPs) of its Looked After Children.
This contract is being tendered in two lots. Tenderers may bid for either or both lots, and may be awarded either or both lots.

Norfolk County Council will incorporate a standstill period at the point information on the proposed award of the contract is communicated to tenderers. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
