o poor mental health;
o a history of repeat homelessness;
o a history of offending;
o those who experience serial exclusion from services or are at risk of exclusion from mainstream services.

Note refugees and individuals from migrant communities may fit into any of the above client groups.

The services are arranged by the following client groups together with the distinct services based on the service users' requirements:

Client Groups
o Lot 1 - Young People aged 18-24yrs; 16-24yrs for the Youth Hub.
o Lot 2 - Older Adults 25yrs plus; 18yrs plus for the Discharge to Assess (Health and Homeless) Service.
o Lot 3 - Victims of Domestic Abuse; 18yrs plus; 16yrs plus for the Domestic Abuse Hub
o Lot 4 - Offenders; 18yrs plus.

The desired number of providers is stated as either Single or Multiple. Where there will be multiple providers the Council will decide the number of providers.
