Description
Tenderers are invited to tender for the provision of Services as described in Appendix 1 Specification.
Tenderers are invited to tender for the provision of the Services described at Appendix 1 of this ITT: Specification for the Provision of Deprivation of Liberty Safeguards Assessments.
The ITT document sets out the service requirements for the assessment of the out of area Deprivation of Liberty Safeguards (DoLS) requests. It describes the Service required of the Service Provider and makes reference to the role of other parties likely to be involved in the operation of the Service.
The Deprivation of Liberty Safeguards (DoLS) are an amendment to the Mental Capacity Act 2005. The Safeguards are designed to protect individuals that are considered to lack capacity to make decisions around their place of residence for the purposes of receiving care and/or treatment. They ensure that situations considered to deprive someone of their liberty granted under the Human Rights Act 1998, are assessed by an independent body to ensure that any restrictions are in the persons best interest and are the least restrictive option available.
DoLS is the procedure for authorising a deprivation of liberty within hospital and care home settings in England and Wales. Care homes or hospitals, (the managing authority) must ask the local authority if they can deprive a person of their liberty, requesting a standard authorisation.
The subject matter of this procurement process relates to the delivery of services which are listed to in Schedule 3 to the regulations. As such, the procurement process adopted by the Commissioners has been developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment.
