Description
The London Borough of Barking and Dagenham (LBBD) intends to become the Green Capital of the Capital, delivering low and zero carbon energy projects throughout the Borough and the wider East London area.
B & D Energy Limited (BDE) has been established as the main delivery vehicle to deliver this mission. BDE is an energy services company which is wholly owned by the Borough. The company will do this by developing and delivering an investment programme in the following areas:
- low carbon heat and electricity area networks;
- renewable energy and energy efficiency projects
- energy services
Overview
LBBD is seeking to procure suitably experienced companies to undertake operation, maintenance, repair and replacement services for two of BDE's District Energy Schemes;
- The Gascoigne District Energy Scheme ("GDES") - which will include energy supplies to a total of 1,500 homes when fully built out
- The Becontree District Energy Scheme ("BDES") - which will include energy supplies to over 200 homes and large leisure centre
The BDES and GDES are district energy schemes being constructed in the borough and which BDE have started taking over operational responsibility for and delivering heat and electricity to consumers in early 2018 under interim operational arrangements.
The full extent of the schemes and the selected contractor's operational services will be set out in the documents which shall be issued with the ITT but in summary include:
- Energy Centres - including CHP's boilers and thermal stores
- Area wide heating and electricity networks
- Substations in buildings
- Secondary heat networks
- Heating interface units and metering systems in dwellings
LBBD welcomes tender submissions from a wide variety of providers across the market to procure the most economically advantageous tender(s).
LBBD envisages a contract period of approximately 5 (five) years with an option to extend by up to a further 5 (five) years, but the actual period will be determined by best value considerations during the procurement process.
LBBD will be carrying out the procurement of BDE services under The Utilities Contracts Regulations 2016 using the Competitive Negotiated Procedure. The Negotiated Procedure has been selected as it will enable controlled discussions on aspects of the service delivery to take place between the Authority and the Bidders during the tender period, with the aim of increasing the likelihood of a successful procurement process for both parties.
