Description

Dudley Metropolitan Borough Council has been successful in securing European Social Fund (ESF) / Youth Employment Initiative (YEI) from its 2014-2020 Programme, to fund Black Country Impact working in partnership with the local authorities and Talent Match.
Impact is a Black Country programme that addresses the barriers faced by unemployed individuals aged 15-29 years, supporting them to secure positive outcomes including employment, apprenticeships, training and further education.
Dudley MBC is now seeking to procure for an evaluation of the project to:
o Ensure that the ESF/YEI project has been delivered in time, quality and budget and objectives have been met;
o Assess how well the programme has delivered to date and identify whether improvements are needed to increase effectiveness with respect to objectives and quality.
o Demonstrate accountability to the programme Steering Group, internally (Dudley MBC) and externally (Department of Works and Pensions);
o Ensure all deliverable are identified including ESF and non ESF outcomes and outputs:
o Identify lessons learned and good practice arising from the implementation and delivery of the project;
o To influence stakeholders or attract future investment;
o Identify any further action required; and
o Consider how best to disseminate the evaluation findings.
