Description

Drug Testing on Arrest (DToA) is a tool for identifying those offenders coming into police custody who are misusing drugs, specifically Opiates and/or Cocaine. A positive drug test for either substance can act as a gateway to facilitate access to treatment and to support to mitigate against drug-related harm, with the aim of reducing drug-related offending. Following a positive test there are also legal sanctions for those unwilling to address their drug use and associated offending.
Leicestershire Police have received additional funding from the Home Office to increase the provision of DToA. This funding is being utilised to identify those coming into police custody who are suspected of misusing drugs (Opiates and/or Cocaine) but who are not currently engaged with local drug treatment services.
We are looking to commission an evaluator to conduct an evaluation of Leicestershire Police's Intelligence Led Drug Testing on Arrest Programme.
