Description

The purpose of the commission is to tender for a contractor to undertake a review of the Allocation Scheme, 12 months on from its implementation as agreed in the cabinet report for the scheme.

The primary aim of the review is to identify if the allocation scheme is working as intended or if there are any issues that need to be addressed to ensure that the scheme operates as intended. This will be achieved through referencing back against the core objectives used when creating the Scheme take account of other issues that have arisen in the first 12 months of operation.

The successful contractor will be expected to deliver the following outputs as part of the work:

•Stakeholder engagement to identify customer and stakeholder issues
•Review of emerging policy drivers that affect the scheme going forward and suggest any recommendations
•Review of the scheme's application over the first 12 months of operation to ensure it is meets the original criteria
•Recommendations of potential policy changes arising from issues identified
•Equality Analysis of both; Revisit and required update of original equality analysis; Any changes proposed to the scheme
•A final report and presentation of findings back to the steering group.
