Description

Salford City Council wishes to engage on potential interest in provision of the Connecting Care Leavers Programme (CCLP). The current contract expires 31th July 2026.

The commissioners are undertaking a pre-market engagement. Prospective providers of CCLP services are asked to share their thoughts and experiences in relation to the questions contained within the pre-market engagement questionnaire. The council will use the information to consider their options and further develop the specification.

The Service will make a major contribution to the Salford Children and Young People's Improvement Plan. As an essential part of the children's services 'system', the Service will provide leadership, co-ordination and delivery of the Connecting Care Leavers Programme in Salford.

Salford City Council will be recommissioning the Connecting Care Leavers Programme. The provider is expected develop a close relationship with the Council's Next Steps Team who provides support to our Care Leaver cohort.

The main components of the Connecting Care Leavers Programme that we are looking for is to support care leavers health wellbeing and positive outcomes in adult hood. This may include for example, mentoring, health and wellbeing support, advice, groups, etc

The programme is for all 16-25 year old care leavers. Care leavers are a particularly vulnerable group of young people who disproportionately suffer from poor mental health, which contributes to adverse life outcomes.

The current provider has been consistently delivering regular interventions to over 100 care leavers over the course of a year for the past five years. It is expected that this number of interventions would be maintained by other providers.

The interventions are face to face and the workers go to the Care Leavers. As this population tends to be on the edge of other services, this service needs to be a wrap around to ensure Care Leavers are supported. As such the current provider also offers support with substance abuse, tenancies, attendance of activities to support wellbeing and support with accessing regular mental health advice or appointments with a GP.
