Description

West Lancashire Borough Council proposes to undertake a Sustainable Organisation Review, the purpose of which is to reappraise fundamentally the Council's operating model, and to identify opportunities for further income generation and efficiencies across all services - General Services (GRA) and our Council Housing stock (HRA) - with the aim of ensuring that the Council can deliver its vision, key priorities, and maintain service provision and financial sustainability beyond 2020/21.which would involve a study or studies and associated work, and which would consider:
(i) How the Council's activities are currently organised and configured, its fitness for future purpose, and whether there is scope for further efficiencies and savings, that minimise the impact on front line service delivery;
(ii) The scope to generate additional income to be able to continue to fund existing services or to develop new services;
(iii) Good practice examples from other public sector organisations;
and provide:
(iv) Options and recommendations in relation to income generation and efficiency, e.g. different ways of configuring services, the future officer/staffing structure, and opportunities for a flatter structure and different organisational models.
The Council requires experienced and suitably qualified consultants to undertake key aspects of the Review. The consultancy activity is divided into two Lots:
Lot 1 Organisation Review, including an organisational staffing and culture review, income generation and ICT advice.
Lot 2: Optional Additional Services, primarily specialised support in order to achieve the outcomes resulting from the Organisation Review.
