Description

The London Borough of Bromley is seeking to work with a provider to conduct a review of services for children with special educational needs and disabilities (SEND) in Bromley. The review is supported by limited grant funding from DfE to carry out the review. The project has two themes:
• Reviewing the SEND system in Bromley

o Redesigning the SEND service to ensure that the Local Authority meets it statutory duties in managing the SEND system, while ensuring cost effectiveness and improved outcomes, with the aim of creating a simpler, more coherent service;

o Audit, of the structure, business processes, funding and effectiveness of the in-house London Borough of Bromley services for SEND;

o Identifying areas for improvement and key outcomes to be achieved for SEND services, benchmarking as appropriate;

o A detailed understanding of the population in the borough and the level and type of special needs;

o The effectiveness and sufficiency of the 'local offer', working with health and social care partners, schools, colleges, and other providers, and with parents and young people;

o Producing and agreeing a SEND sufficiency strategy.

• Developing a Social, Emotional and Mental Health (SEMH) strategy in Bromley, and the development of supporting services (including the Nightingale Pupil Referral Unit)

o The effectiveness and sufficiency of the 'local offer' for children and young people with SEMH;

o Reviewing the structure, business processes and funding of in-house and external services to support SEMH;

o Supporting the design and development of the Nightingale Centre, a Pupil Referral Unit for SEMH pupils;

o To support the redesign and development of the Inclusion Service and Alternative Provision offer in Bromley, with the aim of reducing permanent exclusions at secondary and zero permanent exclusions at primary;

Estimated at between £40k to £80k (dependent upon proposals received)
