Job Title: Governance Review Consultant x 2

Rate of Pay: Band J ?26.92 to ?28.61 per hour PAYE (Inside IR35) On submission please confirm rate of pay candidate is looking for as a day rate may be negotiable.

Hours: 18 per week

Location: Council House, Oldbury and Home Working

Start Date: ASAP

Contract type: 12 weeks from start date with a view to extend further.

Brief description:

We are currently looking for two experienced individuals to work within the Legal and Governance directorate. We are looking for highly experienced candidates who will be able to work with elected members as well as support and assist the Service Manager-Democratic Services and the Director of Law and Governance to project manage and implement a review of the Councils Governance arrangements and Constitution
The successful candidate must be able to demonstrate the following:

o Evidence of exposure to or an established understanding of the democratic process.
o A proven track record in project management.
o Experience of Governance services within the Local Government environment.
o Ability to work positively with a wide range of stakeholders including elected members, officers at all levels within the organisation and external agencies
o Proven experience of reviewing and drafting council constitutions and delegations
o Proven experience of dealing with council meetings
o Ability to deal with high volume casework and complex matters under pressure
o Ability to understand complex legislation and reports quickly
o To be able to produce accurate and concise documents, reports, letters and general correspondence
