Description

bpha own a number of flat blocks in Bedford, built between 1954 to 1968. They do not currently enhance their environment and perform poorly in terms of heat retention. 'Project Vista' was conceived to develop, plan and implement a bespoke investment strategy for these high-density, 'aged' assets.

The programme will explore refurbishment of the blocks and provision of new accommodation, supporting the overall vision to maintain properties and communities "where people can live happily in a home they can afford."

The key programme objectives are to improve thermal efficiency, aesthetics and security at each site, extending asset life by 30+ years and, in doing so, maintain housing provision that it is 'safe' and of an appropriate standard.

Phase 1 of the Project Vista programme comprises regeneration work, including block refurbishment and some new build work, at the following three sites. Indicative construction budgets, exclusive of VAT, are as follows:
- Bury Court, Church Lane (£6-£7 million)
- Ashburnham Court, Ashburnham Road (£4-£4.5 million)
- Brickhill, Severn Way (£15-£17 million)

The intent of this procurement is to establish and appoint a supplier to a framework agreement to deliver all the phase 1 works currently planned, subject to appropriate levels of performance and prevailing positive relationships between the contracting authority and supplier throughout the term of the framework.

Subject to the terms and conditions of contract documents included in the procurement documents, separate contracts will be awarded under the framework agreement for the design and build of the regeneration works at each of the above sites.

Bidders should refer to the procurement documents for further details of the works and services to be delivered.

The framework agreement will be in place for a period of 4 years, though projects and contracts awarded under the framework may continue beyond the expiry of the framework.
