Description
CQC is embarking upon a major transformational programme in support of our new strategy which is built around four themes that collectively determine the focus for CQC for the future.
Having the right capable people in the right place when they are required will be a major success factor as will our capability to deliver successful change and a culture that enables the new ways of working.
We recognise that to achieve this we require a People Function that is modern, reflects current best practice and can support the essential people elements of the strategy and transformation programme.
In order to assure ourselves of this and identify necessary improvements we wish to procure an appropriate partner to undertake a benchmarking exercise of our People Directorate against agreed best practice or exemplar organisations of a similar size and complexity to CQC.
We specifically are interested in benchmarking against organisations that maximise the use of technology within their People function that empowers and enables manger and employee self-service.
In order to continue to drive and deliver excellence within our People Function we recognise the need to explore current best practice in similarly complex organisation and benchmark ourselves to these to identify areas of necessary improvement.
We recognise that a modern "best in class" people function is required to ensure the successful delivery of the new CQC Strategy and related transformation programme.
In order to achieve this, we would expect 3 distinct phases of this work representing the scoping, research and reporting elements of this project.
The ultimate outputs of this piece of work would therefore be a report, based upon research and analysis, that highlights current good practice in the wider people / HR environment, benchmarks CQC's People Function against this and makes recommendations for improvement focussed on short, medium and longer term deliverables. These recommendations must also include the expected benefit for each in order to support a benefits realisation and evaluation exercise
We are seeking to engage an organisation that is able to identify, recommend and access People (HR) functions in a wide range of organisations with similar complexities to our own.
The people involved in this work need to have expertise in the people disciplines of Organisational Development (including diversity and inclusion), HR (Strategy and Operations), Learning and Development, Recruitment and Talent Management (including apprenticeships).
Equally the people commissioned to undertake this work needs to have high level research and data analytic skills tougher with the capability of producing an accurate, valid and detailed report.
