Description

Onward are currently reviewing their operating model with regards to Grounds Maintenance, across the North West, with a view to providing a high performing Grounds Maintenance Service, which offers optimum value for money, quality and service for customers.

Onward are considering options which may include either an insourced or an outsourced model. Whilst the decision is still being assessed, it has been recognised that to enable achieving excellent performance, service for customers and value for money, a robust scope of works is required.

The new operating model is to be in place by 1st January 2021. In order to achieve this timeline there is a requirement to meet a number of key milestone dates. The first of which is the completion of the service specifications by March 2020, to enable any required procurement activities for the chosen model to take place in time with these timescales. If an OJEU compliant procurement is required, this will commence early April 2020.

The role will include on-site attendance in Liverpool, Manchester or Accrington as required working with members of the project team and involve the development of Schedule of requirements during and after the insource / outsource stage consultations; SQ, ITT and BAFO stage documents as part of an OJEU compliant procedure through to final award and service mobilisation, should an outsourced model be the final decision.

The consultant is required to have availability during the period of January 2020 to December 2020 in line with the potential procurement period.

Consultancy support will also be required throughout the consultancy period and during any procurement process which may take place.
