Description
A Market Engagement Event will be hosted by Cambridgeshire Community Services NHS Trust and Cambridgeshire and Peterborough Foundation Trust ("the Trusts") on Thursday, 13th September 2018, from 09:00 to 12:30, at Cambridgeshire and Peterborough NHS Foundation Trust, Redshank House, Kingfisher Way, Huntingdon, PE29 6FN [parking at the nearby Marriot Hotel].
The Trusts, working in collaboration, are undertaking early market engagement to assess market interest in bidding for the provision of ICT Services to the Trusts, and potentially other NHS Trusts through the creation of a new Framework Agreement. The Trusts are seeking to establish the Framework Agreement through the Competitive Dialogue Process with the intent to award the Framework Agreement to a single provider for ICT Services, thereby maximising economies of scale and opportunities for future collaboration. The Trusts reserve the right to expand the Framework to multiple providers dependent upon the outcome of the dialogue process which seeks to identify providers that can best meet the needs of the individual Trusts. The Trusts will, through this process, call off ICT Services from the Framework Agreement; and make the Framework Agreement available to other NHS Trusts and public sector organisations.
The Trusts are seeking a wide breadth of ICT Services to enable them to move to a single prime service provider model. The scope of Services includes:
- ICT Services Design and Management
- Transition and Migration Services
- Network Infrastructure Services
- Telecommunications design and management
- Application and Data Management
- End User Compute Services
- Customer Support
Key capabilities the Trusts are looking to include:
1. Ability to migrate existing services into a cohesive single core service maintaining continuity of clinical services
2. Provide opportunities for innovation demonstrating flexibility in delivery of the services in community healthcare settings
3. Support the Trusts project delivery
4. Develop in partnership with the Trusts
5. Provide a portfolio of value add services
The list of services is not finalised or exclusive.
There will be a 12 month transition to support the migration from the existing ICT providers. The anticipated market opportunity through the initial call off contracts is expected around £15m, with an expectation that call off duration will exceed 5 years and contract values may exceed this expectation.
It is anticipated the OJEU notice and tender documents will be issued during the second half of September 2018, the process concluded in March 2019, with an intended go live date of 12th of April 2019.
