NHS England Specialised Commissioning (The Commissioner) is planning to commission organisations to provide a management service for adult patients with Primary Ciliary Dyskinesia (PCD) across England.
This notice is to advise prospective providers of the Commissioner's intention, opportunities to engage and participate in a dedicated WebEx Market Engagement Event.
NHS England (National) Specialised Commissioning (highly specialised services) will be the contracting and commissioning authority for this service, will provide a diagnostic and advice service to adult patients who are referred with suspected PCD, including patients transitioning from paediatric care. The service will provide all patients with an annual review, access to the Multidisciplinary Team (MDT) and a detailed management plan.
This service will be provided for patients over the age of 16.
Patients entering the service are likely to be:
1) Paediatric transition patients with a confirmed diagnosis of PCD;
2) Adult patients with a confirmed diagnosis of PCD made by the PCD Diagnostic Service;
3) Adult patients with clinically suspected PCD but with indeterminate results of investigations by the PCD diagnostic service.
Following referral, all patients will undergo comprehensive assessment. The expected demand for services nationally - Adults 740 at year 5 at which steady state is planned. Anticipated national caseload is 460 patients in year 1 with annual growth of 80/year to a realistic plateau of 740 patients.
The service will need to be based in approved adult PCD centres linked to other key dependent services available on-site. The objectives of the adult PCD services will be:
- fully implement the service provision as described in the service specification,
- ensure all centres have the capacity and capability to required quality and outcomes,
- sufficient market capacity to meet current and future demand,
- provide appropriate access including outreach clinics where possible and necessary,
- optimise financial resources.

The future opportunity will be advertised and procured on the basis of the current NHS Standard Contract. The service is expected to commence on 1.12.2019. The procurement will be in accordance with the Public Contracts Regulations 2015 (the "Regulations"), Schedule 3 - social and other specific services.
