Description
Efficiency East Midlands Ltd (EEM) is a procurement consortium which establishes and manages a range of Framework Agreements. Our Members include organisations providing services to the whole public sector including social housing providers, local authorities, blue light services and education and health related organisations. The EEM Membership combined property stock is in excess of 2.5 million properties typically consisting of a mixture of domestic housing stock, bungalows blocks of flats, and sheltered housing schemes as well as garages, communal buildings, corporate buildings, hospitals, student accommodation, universities and depots.
EEM on behalf of its members are looking to establish a Property Improvements Framework with multiple contractors to support members in maintaining property stock standards. The framework has been split into the following core lots;
Lot 1 - Planned Domestic Property Improvement Works
Lot 2 - Corporate and Commercial improvement Works
Lot 3 - Void Property Repairs and Improvement Works
Lot 4 - Kitchen and Bathroom Improvement Works
The framework has been further split into value band and core geographical sublots as described within the tender documentation.
Typical types of works covered by this framework will include for;
• Major and minor planned investment refurbishment schemes
• Cyclical improvement works including works across multiple and single sites and
• Any additional decent homes programmes or new initiatives that arise
• Commercial business units and office building improvement works
• Hospitals and police station improvement works
• Universities and student accommodation improvement works
• Academy and School refurbishment and fit out works
• Community centre improvement works
• Leisure Centre and gym refurbishment and installation works.
• Pavilions refurbishment works
• Changing rooms and public toilets refurbishment works
• Outdoor parks and children's play facilities
• Outdoor fitness facilities installation and improvement works.
• Void property management, improvement works and all repairs including responsive repairs, to ensure properties meet and are maintained to Contracting Authority void property re-let policy and standards before being put back into use.
• Dedicated lot for Kitchen and Bathroom improvements, installations and all associated works.
The Framework is being procured by Efficiency East Midlands Limited ('EEM') on behalf of their members and the other organisations described as being Authorised Users. The call-off contracts to be awarded pursuant to the Framework Agreements to be entered at conclusion of the procurement exercise may extend for a duration of up to 4 years beyond expiry of the initial framework term. The initial term will run for 50 months from 20.01.2020 to 31.03.2024
Please note that the total potential value stated is in relation to the full 4 year framework and takes into consideration that the EEM membership may grow over the life of the Framework.

The Framework is being procured by Efficiency East Midlands Limited ('EEM') on behalf of their members and the other organisations described as being Authorised Users. The call-off contracts to be awarded pursuant to the Framework Agreements to be entered at conclusion of the procurement exercise may extend for a duration of up to 4 years beyond expiry of the 4 year framework term. Please note that the total potential value stated is in relation to the full 4 year framework and takes into consideration that the EEM membership may grow over the life of the Framework.
The following contracting authorities will been titled to agree and award contracts under this Framework Agreement:
1) Any Member of EEM which for the avoidance of doubt currently includes 3 partner consortia -Westworks, Advantage South West and South East Consortium. A full list of current members is available at www.eem.org.uk
2) Any future Member of EEM or our partner consortia, and in all cases has being an organisation which has applied to join EEM or our partner consortia in accordance with the applicable constitutional documents;
3) An EEM Participant being an organisation which is neither a current or EEM Member (as defined at 1above)nor a Future Member of EEM (as defined at 2 above) based within England and Wales which owns and/or maintains /manages housing stock in one or more geographic area in which it operates and/or is an NHS Trust(which includes Acute Trusts, Mental Trusts, Care Services Trusts and Ambulance Trusts) or organisation,police authority, fire authority, ambulance trust, university, higher education, further education college, school academy or other public sector organisation.
