Description

The Care Quality Commission ("CQC") is seeking to re-procure its future "Experts by Experience" service requirement.

Experts by Experience (ExE) are people who have experience of using (or caring for someonewho uses) health and/or social care services. They take part in CQC's inspections of health and social careservices and our visits to monitor the application of the Mental Health Act in health and social care settings. ExEwill also help us in other ways, including gathering intelligence from the public about services in local areas toinform our regulatory practise as well as taking part in CQC consultations and delivering CQC staff training.

To aid CQC in developing its ways of working, the day-to-day activities of ExE will be managed by an external organisation on CQC's behalf, which will involve the co-ordination and arrangements of activities.

CQC is seeking to utilise the Competitive Procedure with Negotiation (as defined in Regulation 29 of the PublicContract Regulations 20150 and also employing the provisions of the Light Touch Regime (LTR) as detailed inRegulations 74 to 76 of the Public Contract Regulations 2015.

In accordance with Regulation 29 (15) Public Contract Regulations 2015, CQC reserves the right to award thecontract on the basis of the initial tender submissions and without negotiation subject to the provisions detailedwithin the Invitation to Tender (ITT) documentation. Tenderers should therefore not rely on the possibility offurther negotiation following the submission of initial tender responses, and are therefore requested to ensurefull and complete tender responses are submitted.

In the event that award based on initial tender evaluation is not possible, the top three scoring Tenderers willbe invited to participate in negotiation in accordance with Regulation 29. A final tender will be required to besubmitted after negotiation and evaluated in accordance with the award criteria.
