Description

Sirona care & health CIC, on behalf of the Healthier Together partners, is seeking expressions of interest from organisations to become a Lead VCS Locality Partner for each of the current six (6) Localities across Bristol, North Somerset & South Gloucestershire (BNSSG).

Lead VCS Locality Partners will work with other local organisations & community groups to:
• Develop true collaboration - valuing what strengths we each bring
• Enhance the resources & capability available to support wellbeing
• Connect with communities at every level; working with them to promote health & wellbeing

Six lots are being procured as part of this process, aligning with the current structure in place across BNSSG:
1. Bristol: North & West
2. Bristol: Inner City & East
3. Bristol: South
4. North Somerset: Weston & Worle
5. North Somerset: Woodspring
6. South Gloucestershire

Each contract let pursuant to this process will run for an initial period of 3 years, with extension options of a further 6 years, to a maximum total length of 9 years. The annual value will be £30,000 per locality (per contract), and the maximum whole life (9 year) value of each contract will be £270,000.

As an Integrated Care System, it is important that we have a sustainable voluntary & community sector; one which is connected to communities and connected to the strategic development of support.

To achieve the above, we are requesting expressions of interest from organisations who can serve the diverse populations of Bristol, North Somerset & South Gloucestershire.

The key aims of each contract will be to:

• Provide collaborative leadership of the VCS in the locality, through reviewing and supporting locality development plans
• Promote strengths and asset-based approaches and strategies within the locality
• Facilitate and support the development of a local evidence base e.g. uptake in Social Prescribing, etc.
• Support the continuous asset mapping of localities to create Joint Strategic Strengths Assessments
• Support the building of relationships across communities, VCS and statutory organisations
• Represent the VCS Locality Partners on the Building Healthier Communities Programme

Expressions of interest must be received via the In-Tend e-procurement system at no later than midday on 05 March 2021. A separate expression of interest must be submitted for each lot.

This procurement is being carried out by NHS South, Central & West Commissioning Support Unit (SCW) on behalf of the Commissioner.

The services are deemed to be subject to the full regime of current procurement legislation and as such this tender will be conducted in accordance with, and governed by, the Public Contracts Regulations 2015. This contract will therefore be awarded in accordance with the provisions applicable in Section 5 (sub-section 7) of the Public Contracts Regulations 2015.

The contracting authority intends to observe the provisions and 10 day standstill period described in the Public Contracts Regulations 2015. Unsuccessful Bidders and applicants will receive scores and reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the Bidder/applicant was unsuccessful. Deadlines for lodging appeals should be in accordance with the Regulations.
