Description

RNOH is seeking the development and implementation of an Open-Source Clinical System Platform (Solution) which will be made freely available by the relevant supplier to the wider NHS on a royalty-free, perpetual, non-exclusive, worldwide licence with an unrestricted right for any relevant NHS Organisation to adapt, edit, copy, reproduce, distribute, communicate to the public and / or carry out any other acts; and with no obligation on the part of to request any further licence, consent or permission from the supplier for the carrying out of any such act(s).

The Trust requires that the Solution to be provided enables, amongst other benefits, data aggregation and holistic analytics across a variety of Trust use-cases. Access and operation of the Solution will be undertaken by a range of Trust-authorised end users.

This Contract Notice is supported by full SQ documentation which sets out in more detail the requirements of the RNOH. The SQ can be accessed, from the date of this Contract Notice, via the procurement portal (https://procontract.due-north.com/Advert/Index?advertId=d10f8640-7be2-e811-80ef-005056b64545). Tenderers should look for the following reference number: PRO-321-2018. The closing date for completion and submission of the SQ is 21 December 2018 at 00:00.

Tenderers should note that the Trust's Budget is set at £1,380,000.00 inclusive of VAT. This procurement requires the supplier to provide certain services (the Solution Services and Transition Services as defined within the Service Specification [Document 3] and within), the value of which must not exceed the Budget.

The Budget does not cover the Future Services (as defined within the Service Specification [Document 3] and within). The Future Services are related to dissemination of the Solution on to other NHS Organisations and to the development of Applications (as defined within the Service Specification [Document 3] and within) in future on behalf of the Trust or on behalf of other NHS Organisations. The Trust cannot comment on the financial capability of other NHS Organisations or on future budgets to be allocated to the Trust.

For the avoidance of doubt this procurement is a joint procurement. The following NHS Organisations listed below will be entitled to call down services under this Framework Contract:
