Description

Tenders are invited for the provision of a service to undertake the writing of Education, Health and Care Plans (ECHPs), including conversions from Statement of Special Educational Needs and Learning Difficulty Assessments (LDAs), for learners who are pre 16 and post 16 years of age.

This will need to be undertaken following the process of assessment and gathering of relevant reports relating to the child or young person's special education, health or social care needs.

This requirement relates to Part 3 of the Children and Families Act 2014 and associated regulations including the 'Special educational needs and disability code of practice: 0 to 25 years'. It relates to children and young people with special educational needs (SEN) and disabled children and young people.

The majority of children and young people with special educational needs or disabilities (SEND) will have their needs met within local mainstream early years settings, schools or colleges. Some children and young people may require an Education Health and Care (EHC) needs assessment in order for the local authority to decide whether it is necessary for it to make provision in accordance with an EHC plan.

EHCPs replace Statements of Special Educational Need from September 2014 as determined by the changes being implemented under the Children and Families Act 2014. The purpose of an EHCP is to make special educational provision to meet the special educational needs of the child or young person, to secure the best possible outcomes for them across education, health and social care and, as they get older, prepare them for adulthood.

The expected contract commencement date is 1st May 2017.

The initial contract term is for one year with the option to extend by a further twelve months in annual.


The value of the contract is 50,000GBP per annum, a maximum of 100,000GBP over the potential two year term.
