Description

OJEU Notice: 2016/S 031-050340 Barts Health NHS Trust is seeking expressions of interest to provide staff and visitor catering and retail services across all its sites. This project is intended to provide an evidence-based proposal to change the types of food, drink and other forms of retail available to Barts Health personnel and the public and the ways in which this is presented. A key aspect will be to encourage and enable people to eat and drink more healthily whilst at work or visiting our hospitals with an appropriate range and choice being made available. Of equal importance is the requirement to provide a fairly priced sustainability-focused non-food offer which meets the aspirations of patients, staff, visitors and relatives. There will be a Bidders briefing session on Wednesday, 24.2.2016 to set the scene for the project and allow Bidders to better understand the opportunities extending from the project. Further information on how to RSVP is contained within the Request for Information.

Instructions to Suppliers: Expressions of interest must be received before the deadline. Bidders are
encouraged to submit their submissions well in advance of the stated date and
time in order to avoid such issues as technical difficulties with the
electronic system that may be due to the high volumes of traffic attempting to
submit applications on the same date at the same time. Expressions of interest
delivered after the date and time specified or to a different address,
electronically or otherwise, will not be considered. Should you experience any
problems with the portal then please contact 0845 293 0459 (lines open from
8:30 to 17:30 Monday to Friday, excluding English public holidays).
Bidders should note that the procurement documents are draft documents at this
stage, providing indicative information of the Trust's intended approach in the
procurement process and are for general information only. The Trust reserves
the right to vary, amend and update any aspects of the procurement documents
and final details and versions of the procurement documents will be confirmed
to applicants successful in being selected to participate in the relevant
tender stages of the procurement procedure. The Trust reserves the right not to
award the opportunity or to award only part (or a different arrangement) of the
opportunity described in this contract notice. Please note: The authority is
not
required to publish a contract notice in the OJEU for this contract because the
award is of a services concession contract. The awarding authority has
published
a contract notice on a voluntary basis.Notwithstanding publication of the
contract notice, the authority will not be bound to follow any particular award
procedure. It will not be deemed to be subject to Directive 2014/24/EC of
the European Parliament and of the Council, Council Directive 89/665/EEC or the
Public Contracts Regulations 2015 by reason of publication of the contract
notice. The procurement of this concession contract is governed by EU Treaty
principles. The authority therefore reserves the right to deviate from the
requirements of the Directive and use the flexibility permitted by the Treaty
throughout the procurement procedure.
