Description
The Client is Wolverhampton City Council. The Heath Town masterplan is a large-scale regeneration project, consisting of new housing build, upgrade of existing sports pitches, development of new play areas and environmental works. The existing estate comprises low rise deck access maisonettes and high rise residential blocks, all of which are occupied. The overall aspiration is to develop up to 360 new housing units on the estate. The masterplan includes: (A) the development of affordable housing on the estate; (B) An investment programme on all existing blocks on the estate which will complement the proposed new housing development being carried out by Wolverhampton Homes, the Council's Arm's Length Management Organisation will be delivering (detailed in Appendix B); (C) Building of new houses for sale and market rent by City of Wolverhampton Housing Company trading as WV Living, a trading company wholly owned by the Council; and (D) Three sites on the south side of the estate which will be disposed of to a private developer (Appendix D). This brief is for the design of the Affordable Housing only which forms part of the 25% affordable housing allocation. The market housing element of the masterplan proposals will be separately procured. This scope covers ten separate sites on the Heath Town estate in Wolverhampton. Nine of these sites to be progressed immediately with the option of the tenth to be progressed later subject to agreement that this site is developed by Council. Delivery of good quality, cost effective housing is key to achieving the Client's aspirations. This is a high-profile activity for the Client and the selection of appropriate Consultants is critical to its success.
