Description

This Pre-procurement market engagement event notice is published on behalf of NHS East Kent Clinical Commissioning Groups (the Commissioner) consisting of NHS Ashford CCG, NHS Canterbury and Coastal CCG, NHS South Kent Coast CCG and NHS Thanet CCG for the provision of Primary Care Psychological Therapies (IAPT) Service (PCPT IAPTS or the Service). NHS South Kent Coast CCG is acting as the Lead Commissioner and will be the contract holder on behalf of all members of the Commissioner.

The Commissioner is supported and advised in this project by South East CSU (the CSU) and its procurement partner NHS Commercial Solutions (NHSCS), which is managing this procurement.

Service description:

The model of care for this service is based around a stepped care model based upon the Least Intervention First Time (LIFT).The service can provide provision for step 2, step 3, step 3+ and 'On-line support and interventions' to work across East Kent or concentrate on specific CCG or geographical areas.

The service is to be delivered as part of an integrated care pathway for people with common mental health disorders and will build on existing multi-agency partnerships with a variety of statutory, voluntary and private providers working collaboratively. The stepped care model will ensure that local care pathways:

• Provide the least intrusive, most effective intervention first
• Do not use single criteria (such as symptom severity) to determine movement between steps
• Work with other mental health services to support individuals through transition between services
• Monitor progress and outcomes to ensure the most effective interventions are delivered and the person moves to a higher step if needed

The service will primarily address mental health Payment by Results (PbR) Care Clusters 1-3.

The service will offer a range of evidence based psychological interventions including NICE approved guidance. The service will cover the following:
• Depression,
• Generalised anxiety disorder
• Mixed depression and anxiety including peri and post-natal depression
• Panic disorder
• Obsessive-compulsive disorder
• Phobias (including social anxiety disorder (social phobia))
• Post-traumatic stress disorder
• Health anxiety (hypochondriasis)
• Adjustment disorders
• Anger management
• Psycho sexual issues
• Depression or anxiety in adults with a chronic physical health problem or medically unexplained symptoms
• Depression or anxiety in adults with a mild learning disability or cognitive impairment

The contract value is estimated at £4,500,000 - £5,500,000 per annum.

The market engagement event will take place at Julie Rose Stadium, Willesborough Road, Ashford, Kent, TN24 9QX on Wednesday 20th May 2015 from 1pm to 4pm. Please register your interest to attend the event by 12.00 noon on Monday 18 May 2015. Places are strictly limited therefore reservations are limited to no more than two persons per organisation.

It must be stressed that this is purely a meet the market event and no tenders will be invited as a direct result of this event. If potential providers have any questions they would like to submit prior to the event, the Commissioner will review them and attempt to answer them at the event. Submitted questions will not form part of any future evaluation process should a formal tender be asked for.

On the day, the Commissioner will aim to: provide background and the commissioning context for the service, describe the service requirements, outline the procurement process, conduct an open-forum question and answer session, enable providers to network. The Commissioners will value views of potential providers at this stage to help shape an innovative specification.

We expect to begin the procurement process very soon after this event, and do not intend to conduct any similar events in the course of the procurement. The procurement will be open to all providers regardless of whether they attend the pre-procurement market event. Presentation material from the pre-procurement event will be available in the course of the procurement.
