Description
The Ministry of Housing, Communities and Local Government (MHCLG) is looking at the possibility of appointing a national provider (either single supplier or consortium) to provide delivery advice and support for approx.15 local area partnerships for the cross-government programme Changing Futures. The Supplier will also establish a national network to promote learning and positive practice across the country.
The Changing Futures Programme is a £46m programme with funding from Her Majesty's Treasury Shared Outcomes Fund. It was launched on 10 December 2020 with publication of a prospectus for local area Expressions of Interest. The published prospectus - https://www.gov.uk/government/publications/changing-futures-changing-systems-for-adults-experiencing-multiple-disadvantage - provides more details on the aims, cohort, programme design and area selection process.
MHCLG is leading this cross-government programme to better support adults who are experiencing multiple disadvantage, defined as three or more of: homelessness, substance misuse, mental ill health, domestic abuse, and contact with the criminal justice system. The Programme is joint with CO, DCMS, DHSC, DWP, HMT, HO, MHCLG, MoJ, NHS England, PHE.
The two-year programme will work with around 15 local areas (to be confirmed) to deliver new interventions and systems change to better support thousands of individuals experiencing multiple disadvantage. The Supplier will deliver a key part of the programme, providing a flexible and tailored support offer and expertise for local areas to draw on to meet the programme's delivery principles and individual deliver plans. They will also play an important role in ensuring learning and positive practice is shared nationally.
The Supplier must provide personnel with relevant experience of working with local authorities, building cross-sector partnerships, and improving outcomes for adults experiencing multiple disadvantage This must include an appropriate mix of staff with expertise across a range of areas relevant for changing local systems and services to improve outcomes for vulnerable groups, including those facing multiple disadvantage. This experience will include:
System mapping and system change;
Partnership and strategy development on cross-cutting policy and delivery challenges;
Facilitating multi-agency collaboration, including operating at senior levels to help overcome barriers to collaboration in pursuit of improved outcomes;
Public sector commissioning and joint commissioning approaches;
Frontline delivery models and approaches for adults experiencing multiple disadvantage;
Involving people with lived experience in achieving service/ systems change;
Meeting data and outcomes measurement in public services, including information governance and data protection;
Delivery plans and business case development;
Experience of working with government would be advantageous but not essential.

MHCLG will be hosting an online event to provide further detail on the requirements. The event is due to be held on Tuesday 2 March 2021 at 2pm. Further information will be shared in advance of the event for those who express an interest and/or register to attend.
To register for this event, please email: cfp@communities.gov.uk. The deadline for the receipt of expressions of interest/registrations is 5pm on Friday 26 February 2021.
The purpose of the event is to allow MHCLG to:
i) understand the capacity and appetite of the market to deliver the various elements of this service;
ii) receive feedback about the proposed requirements.
It will also be an opportunity for suppliers to raise any clarification questions and to speak to other suppliers with a view to forming consortia where required.
